A meaningless phrase spouted out after an insult or confession, the literal meaning of which roughly translates either to "Fuck, I shouldn't have said that," or "I'm completely serious." Used often by annoying teenage girls.
Sister: Hey, Doug. I hate you. Just kidding.
Doug: Yeah by this point I think we all know what "just kidding" means.

Girlfriend: I have something important to tell you... I'm not really a virgin... Just kidding!

When someone's dog shits on the front lawn right in front of a home owner, while I laugh. Why???? Lol, because the dog shits and the dog owner picks it up, total intentional jester, funny as hell, but r u kidding me???? Can't we all just get along ( not a Rodney King Reference). Mostly Kidding 

In an attempt to backpedal from saying something shady or rude, one might say they're "mostly kidding." What this really means is they, or some part of them, actually means what they said but doesn't want the directed person to know it.
-"Oh my gosh, your laugh sounds like a crow being strangled!"

Just Kidding Rowling 

An insult aimed at J.K. Rowling by wannabe literature snobs who like to spend all their time critiquing teen fantasy books because they're bitter that nobody wants to publish their own rubbish. The root of the insult is that J.K. Rowling uses a lot of the plot device deus ex machina (in this case, going back and changing the ending as in reversing time to fix a problem or adding/changing a detail hence "just kidding!"), widely considered a literary cop-out but generally accepted in literature intended for children by all but the most persnickety critics.
Hermione goes back in time in Harry Potter book 3 so that Sirius Black can escape prison.
