An oxymoron,refers to someone who trys acting tough, but is really as soft as a pussy.

This guy I know named Rap acts really tough around his other friends, but when he is by himself he is a pussy, therefore he is a tough pussy.

A person, usually male, capable of winning a fight against an opponent who is a pussy but is unable to win a fight against someone who is tough. That person is the lowest level of fighter but the highest level of pussy.
