a Afrikaans derogatory term used when describing obnoxious child or even an adult that owns child like characteristics.
'Tos' meaning 'wank' and 'neus' meaning 'nose' in afrikaans. This is a reference to the the running nose or rhinorrhea of a typical toddler and comparing the snot to semen.

Mom: "Please look after your brother while im gone."
ME:" I don't want to, he is such a tosneus!"
Mom: "He just a kid, be nice."
