to become extremely drunk beside a lake or in a similar outdoor area(~river,pond etc) at an early hour of the day and make drunken phone calls to people giving them advice on matters that you have no business in.

To get wasted, high, drunk, etc. This has been used since the '80's in some circles. e.g. " C'mon man, let's get skrogged!" or just plain 'ol " Get Skrogged!"
