When women release vaginal frothy discharge onto their panties and a length of time has passed, that discharge then dries and hardens within the pubic hair creating a glue onto the panties.

I went to use the restroom, but I couldn't pull my underwear down because I had sticky panties. I ended up ripping out some pubic hair while pulling down my underwear.
