The actual definition can be described as follows: To be responsible for; to commit.
But the term "perpetratin'" or "to perpetrate" has come to mean something along the lines of faking, pretending, feigning, however you want to put it.
"Look at him, he's perpetratin' the game."

Perpetration 

From 'Perpetrate' - The act of commiting a serious wrong against another. *Please Note* Also may be classified by Degrees from 1-3 (with 1 being the worst).
"I can't even believe that ho slept with my man...that is a PERPETRATION!"
