Hawking a loogie on someone means that spitting on somebody only means that they hate you and they hope you die. Hawking a loogie is not romantic, or attractive through sexuality. Hawking a loogie is not forplay in sex, it just means the person is spitting on someone that they hope dies.

This action is often made more convincing by wiggling the eyebrows or opening the mouth, to pretend you're trying to get a Snapchat filter to work.
