It's a very famous sentence which was said by ZiebraZ, a famous graffiti artist that lives in Iceland.
The "göngs" can mean both underground and hallway, but in this sentence he meant underground.
Altrough he first said it on graffiti forum it bacame one of the most popular words in graffiti world in Iceland.
