A joking term used to refer to the British. Combines two abbreviations "Dum" (informal abbreviation for "fool") with "Tom" (informal abbreviation of the common English name Thomas).
It is a counterpart to "Spaniard".

This dumtom is speaking too loudly. It's funny, because then we Spaniards are the ones who speak very loudly and are very scandalous.
