When a joke is not funny at all and no one who heard the joke got it or laughed.

When a joke which is meant to be funny is said, but comes out wrong and dumb such that it makes others laugh at the one cracking the joke. When they laugh, they're while invariably laughing at the joke.

John: I call my aunt Meg a nutmeg because she's nuts
Hill: That's some dryjoke bro!!
