I went to Panera but it took me 5 just to fill me drink because some drinkfucker was making love to the soda fountain.

1) The act of playing a fool/being intentionally stupid/messing around, but taking it too far.

2) An organisation/organiser, your employer, or someone in charge in general imposing regulations that are completely unnecessary and aggravating.
