This isn't any specific time, it's a 24/7 way of life. It means to go so hard that it must be considered a crime. Used to describe a noun. Probably the dopest motto known to man kind. Can also be used in a hashtag. Therefore it is a saying, or a motto.

"Let's lift, I'm tryna get swole. Let's go Crime Time. #CrimeTime"
"Damn bro, you must really wanna go hard."

It means if someone accuses you of something and you didn't do it; then you might as well go ahead and do whatever it is that they think you did because they are convinced that you are guilty.
