Believed to have been in common usage in the British armed forces from WW2, now (2007) largely anachronistic and used by older persons who remember it or have parents who did... may link to the phrase "Don't let the buggers get you down" which probably refers primarily to the bullying of private soldiers during induction training by non commissioned officers.

About disastrous outcome caused by mismanagement:

Banger/s 

Two or more 'losers' who are in close proximity of eachother and may be related, although not exclusive. Such bangers may be teenagers or older and sharing a room or living with parents. A banger may also still sleep in a bunk bed. Living in a socially frowned upon situation.

Those three banger brothers still share share a bedroom and the youngest is 21.

The Chuckle Brothers are proper banger/s.
