A reply to a friend or acquaintance's statement or comment that could be comparable to those of Charlie Sheen, just like 'that's what she said' is used after someone makes a comment that could easily have sexual connotation in a different context!
The best opportunity to say 'That's what Sheen said!' is after a comment containing a word, group of words or reference made famous by Charlie Sheen (or relevant situation) is brought up in a conversation.

Used in place of that's what she said. Usually in reference to a massive supply of drugs or prostitutes or to bring a drug fueled sexual insane innuendo to an otherwise tame conversation.
that's never going to fit in there....That's what SHEEN said
Oh my god, that's a lot of cocaine....That's what SHEEN said
Wow. That is really hard. You really think you can go all day long? Well, you always left me satisfied and smiling, so......That's what SHEEN said
I am on a drug. Its called Charlie Sheen.....that's what SHEEN Said (okay, that one is a little to literal)

Similar to the classic "That's What She Said!" phrase, this one is to be used in a situation in which a person is trying to be cool quoting Charlie Sheen.
Annoying Quoter: "I am battle-tested bayonets, bro!"
Non-Annoying Quoter: Oh wow... That's What Sheen Said!
