A person who has a high school diploma but no college/university degree.
Although generally a neutral term, it can also be used pejoratively to imply that the person in question is not smart/hard-working enough to obtain a college/university degree beyond their high school diploma (more strongly implied by the diminutive form of the term "srednistche").
