Although generally a neutral term, it can also be used pejoratively to imply that the person in question is not smart/hard-working enough to obtain a college/university degree beyond their high school diploma (more strongly implied by the diminutive form of the term "srednistche").
Aspen: Hey, what's up with Jason, has he finished his university education?
Nora: No, he dropped out and started working in a call centre. He goes out to drink with his co-workers every evening and does not really do anything productive in his free time. It appears that he will remain a srednist.
