A "Party Ratchet" is a person, usually a girl, who gets wild at parties. Basically getting ratchet, but that doesn't mean that they are ratchet in everyday life, Just parties (Ex: Dancing with everyone, getting hype, etc.)

Jessica: Nicole was getting dancing with everyone and gettin hella crazy at the party last night.
