From my understanding, it is a slang term in Spanish that best describes delusional trashy people who falsely believe themselves to be of higher class. So think of the character Joy Turner in My Name is Earl as an Anglo example of such. In northern region of Mexico of the state of Chihuahua, Nacas usually falsely believe themselves to "Fresas."
"That stupid Naca that bought all her clothes at Ross and has crappy queen style eyelashes believes she is wifey material?! Hit it and quit it at best."

partially derived from the word "knocker", and almost acts as a possible subsitution for "nigger" but takes on a unique meaning that can only be understood by a "naca" himself
