1) Refers to elite social groups and their surroundings, specifically the wealthiest urban communities that are isolated from poverty and the lower-middle income class.
2) May be used to describe the frame of mind of individuals that think that as long as they are doing well financially, the rest of the world is doing well.

A "perfect world" as defined just by yourself, regardless of how other world-inhabiting organisms (i.e., people, animals, plants, etc) might happen to feel about it. A classic example would be what Lucy van Pelt was trying to create by handing out lists of faults to all of her friends --- "I want to make the world a better place for me to live in."
