Literacy Attainer

A mandatory administrative and legal requirement proving that a person signing a binding document—such as a Voluntary Acknowledgment of Paternity (AOP) or child support agreement—possessed the functional reading literacy, cognitive comprehension, and legal clarity needed to give true, informed consent.
A literacy attainer destroys the state's reliance on uncurious intake by requiring hospital clerks or state agents to record an auditable video or written comprehension test at the time of execution. Without a verified literacy attainer, any signed declaration is treated as an involuntary, coercive document and declared void ab initio, preventing bad-faith actors and administrative pipelines ("shark pup farms") from taking advantage of illiterate, misinformed, or exhausted individuals.
The agency tried to enforce a twenty-year support order based on a hospital AOP signed in the delivery room, but because there was no literacy attainer on file, the entire judgment was vacated."
"Requiring a literacy attainer forces the state to prove you actually understood what you were signing before they start locking in automated wage garnishments."
