Reference to the best neighborhood in Vancouver, British Columbia. Everybody smokes the finest kush out in public and you don't have to worry about being harassed by the police, due to the fact that everyone is chill and liberal. This area of Vancouver consists of mostly middle class people who go to school, work, or sell pot.
