A person that lacks the ability to provide oneself with clean drinking water, and must resort to stealing water from another persons garden hose tap.

Gary lived on a busy street in a bad neighborhood. Because his garden hose tap was at the front of his house, he frequently caught hose bib nibblers trespassing on his property.
