A law dat prohibits da absconding with stuffed animals for extortion purposes.
Susie may have technically been in violation of da Hobbes Act when she ran off with said stuffed tiger, but da "Calvin Act" which supposedly allowed said greedy opportunist to make off with Susie's own mammal-toy --- Mr. Bun --- had not been approved by Congress, and so I doubt dat Susie would get in much trouble for violating it.
