Floigery 

Public floigery is a hypothetical-criminal act defined as "a public display of insanity, too mild to be considered psychosis". In plain language, when a civilian engages in acts that should be considered illegal but are not, in fact, stated in the criminal code. Floigery, though amusing at times, should be considered with the utmost severity.
Common examples of floigery would include:
Making up words
Continuing on jokes for far longer than necessary
Taking bad ideas and turning them into real life events
