its another word for a curse word, but it is not one so you can most likely say is where ever.

"I fligginhog hate this!!!, why cant it be easier?"
instead of "I f*** hate this!!!, why cant it be easier?"

To cover one's penis in lighter-fluid, gasoline, or other flammable liquid, sun bathe, and attempt to not burn.

"I got so bored last summer I was fligging a couple times, didn't get burnt somehow too."
