A "legal" way for the president to gain powers that Congress already has, to make or change laws that the Constitution forbids one single person to have, disrupting the whole checks and balances intended by the Constitution.
Person A: Hey, did you hear the dictator changed certain things about the Affordable Care Act?

Person B: I thought that was Congress' job?

Person A: It is but the Dictator used executive action to change it without Congress.
