An acronym that stands for a :
Condom On The Penis Of Progress

Which is basically used to describe anyone useless or incompetent that hinders progress. The best thing is that they are too stupid to realize the meaning and ridicule, taking the nickname as a form of recognition and assuming it is a wee pet name or something.

In the workplace: "oi, COTPOP....how are you getting on over there"?

COTPOP: "Aw epic me old mate....just channeling the chakra" (of course pretending to work but actually doing fuck all and holding everyone up)

an extremely incompetent, urgency-driven micromanager who uses cronyism and subterfuge to advance up the corporate ladder by taking credit he or she does not deserve. Takes up roles in strategic initiatives as a project manager to chase people, write reports and have low level analysts buried in spreadsheets to produce weekly decks and KPI reports.

1) Cotopaxi is a volcano in the Andes Mountains located in Ecuador. It is one of the tallest active volcanos in the world.

2)A song off of the Mars Volta's fifth studio album "Octahedron" (set to be released on June 26, 2009). The song was released on the internet as a promotion for the album.
