A mean or nasty person, the most insulting word you could use. Discovered while I was at a restaurant one day, and an Indian woman with an accent ordered roasted codfish. Me and my friend thought she said cockfish and we have been spreading it to the world ever since. It's gone as far as Pensylvania and Jersey and I don't really know, but it's definitely all over Brooklyn too.
