Condensed version of old scots playground taunt “Has your budgie died?”. Used to tease people who have outgrown their trowsers or shrunk them in the wash, thus exposing their ankles. The trousers were like a flag at half mast (a sign of respect for the dead) hence the question. Popular in 1990s Glasgow schools.
Your trowsers are pure budgied.

Dunny Budgies

Dunny budgies probably originated in Australia. Another name for blowflies. Also known as "dunny bees." The Australian budgerigar is a common bird, found virtually everywhere in the country and widely kept as a pet

38 Budgies Mad

Used to describe when something is unfathomably crazy, akin to keeping 38 budgies in one's living room .

Believe to have Welsh origin, potentially deriving from needing to house a high number of canaries to use in the mines.
You're going to drink all of that spunk? My dear boy, that is 38 budgies mad!
