It is a tone indicator used online to clarify the intentions of a message. The is message is that you are playing a Joker card after stating something, thus making anything you said before the tone indicator a joke that the other person cannot take seriously, as that is the point of Jokers and Jesters.
Its the Internet equivalent of a Joker/Jester jingling their bells and doing a little jazz hands at the end of entertaining someone.
