To express surprise and delight at an unexpected happening. (An alternate usage is a long-winded of telling somebody to fuck off.)

Doug: Man I got a blow job from that really hot chick.
Fred: Wow! Scratch my balls!

Alternate usage
Doug: Hey Fred, buy the next round of beers mate.
Fred: Scratch my balls!

Scratch

The term "scratch" is often heard around a game of pocket billiards (or pool) to represent a foul in which:

1. The cue ball is pocketed
2. The cue ball is popped off-table
3. The cue ball (or object ball) fails to touch a rail after contacting another ball

It was almost the perfect break -- he sank the 8 on the snap, but still lost due to the pocket scratch.

Stratosphere

The Stratosphere Tower is a large hotel and casino with 2,444 room on the Las Vegas Strip. The Stratosphere features a tower that is the tallest building west of the Mississippi, which at 1,155 ft (350 m) is not only the tallest structure in Las Vegas, but also the second-tallest structure in the United States west of the Mississippi River, after the Kennecott Smokestack near Tooele, Utah.

The Stratosphere has a restaurant, bar and three rides(The Big Shot, XSCREAM,Insanity the Ride) all located at the top of the tower.

The best view of The Strip is from the top of the Stratosphere.
