PRISM

PRISM is a large-scale internet telecom surveillance program run by the NSA. ISP's and some major websites like google hand data to the NSA over secure channels such as SFTP (secure file transfer protocol). This data can be used to find potential terrorists or it can be used to convict people in court. (See more on wikipedia).

"muppet" is used as a mild insult "you muppet" when someone has done something comically stupid and unbelievable. Teamed with "pissmoppery", "pissmuppetry" is the result a very funny and unbeleivable act of stupidity, pointelss behaviour, with the addition of a huge dose of comedy for the people watching
