Flate

Verb. Describing the state fillment (flation) of a flexible vessel or container, typically with a gaseous fillment media such as air, helium, etc...

It is very time consuming to flate a large ballon with a small opening. The small opening restricts the inward and outward flow of Helium.

The baloons state of flation was such that is was in perfect equilibrium with the atmosphere at sea level.
