A joke used by those who are savvy in mathematics. The joke is funny because it makes the point that the person saying the phrase only understands the decimal system, which relies on numbers in groups of 10. The binary system relies on numbers in groups of 2. If the speaker of the phrase had been able to understand binary, he/she would've said the phrase correctly, "there are 2 types of people...".

George Bush does not care about black people.

Kanye West appeared on a telethon with Mike Myers to raise money for Katrina Relief. After Mike Myers explained that New Orleans was covered with 25 feet of water and was perhaps permanently damaged, West responded off-script with "George Bush does not care about black people."

Helpless people were left stranded by FEMA in the Superdome after Katrina because George Bush does not care about black people.

In his defense, George Bush doesnt really care about white people either...

Biscuit People

The term 'Biscuit People' is used to refer to members of society who (it is assumed) most likely eat nothing but cheap supermarket own-brand biscuits for their daily intake of food such as chavs, pikeys, & pretty much everyone on the social. They stand apart from regular people by usually have a rather disturbing body odour, unsightly physical appearance, food stains down their Matalan tracksuits and a severely damaged/disfunctional intellect. It should be noted that in a family unit containing a 'Biscuit Person' that over time the remaining members will also become inflicted with the condition.
