Small Plate most commonly refers to a plate filled with a small amount of food, which the person intends to refill several times before the end of the meal.
At a restaurant a Small Plate is a nicely presented dish of culinary delights which is so tiny that it's sure to leave you starving for more. It also costs exponentially more than the actual value of the food.
Small Plate may also mean a snack chosen out of lack for better options and a larger plate with more delicious food should follow shortly.

A flat surface or tray used to hold your freshly ground herb. A 'biffer plate' also makes it easier to pass the herb to your buddies.

I was a plate-turner as a child: had to eat all of my pork chop first, then all of the green beans, then the mashed potatoes, rotating the plate each time so the next food item was directly in front of me.

A practice in European Union, when its Member State adds new (and often more demanding) requirements to those that are expected in common legislation - mainly directives. Sometimes caused by overzealous bureaucrats, sometimes it is just their pure idiocy.
Bureaucrat 1: Recipients of this EU schemes are asked to submit invoices upon the end of the project.
