premature evaluation

When someone makes hasty decisions or assessments based on limited data, before more data will show that those assessments are completely flawed.

The way trump has handled C19 is just one premature evaluation to another: from saying everything was under control, to it going away by Easter, to how he promoted hydroxychloriquine, to how the economy was going to see a "V" shaped recovery, and on and on.
