A deadly or evil number on the manpower and military equipment, or on the timing of a kidnapping, terrorist attack, or foreign invasion, that Dictator Vladimir Putin would get from his military advisers in order for Russian forces, spies, terrorists, or mercenaries to cause the most damage to their political foes or to any anti-Russia or anti-Putin nations.

Be it in poisoning political foes living in foreign lands, sending extra mercenaries to Ukraine, or shipping ammunition to keep rogue leaders in power, all these evil acts require an optimal Putin number to minimize failure and avoid global embarrassment.
