"Exceptional" in the term is a nice way of saying any of the following: retarded, handicapped, helmet-wearing, parapalegic, disturbed, etc. One should not, however, be mislead into thinking that persons who simply have a physical handicap are automatically stupid.
Fight softy political correctness that is misleading, and refer to exceptional learners as what they are: retarded, disabled, handicapped.

It is where the educator does all the work and spoon-feeds the students. (Like pulling them along on a rope). It originated from the phrase "showing them the ropes" when teaching someone something. It also links to the idea of memorization as a technique based on repetition. The idea is that one will be able to quickly recall the meaning of the material the more one repeats it.
