Woo Girl 

A Woo Girl is one of those freshman college girls who runs with a pack of other freshman college girls. At 3:00 am on any given weekday morning she can be heard through a sliding glass door, ten stories up, in Five Points in Columbia, SC, (or possibly any other college town) drunk as a coot and yelling "WOO!" over and over again and it wakes you up and makes you angry because you have to work in the morning or you have an 8:00 am class.

The college student was out of his mind and he failed his calculus test because he did not get enough sleep the night before; his sleep was interrupted by a Woo Girl.

A nice simple, concise, mild acknowledgment of a positive development. Meant to convey solidarity with another person sharing the development. A stronger form among people who use 'woo' would be to use a modifier like 'Big Woo' to step up the acknowledgement a bit.

Guy1: Hey, I just got a McDonalds Monopoly piece I didn't have before.
Girl1: Woo.

Guy2: I'm not going have to dip into savings this week to make rent.
Girl2: Woo.

Girl3: My boss told me I might be up for a promotion in 3 months.

A hateful ass term for a racist white woman. Mainly one who is middle aged or has the body image of a mushy pear. Woo's are always scared of non-whites, loud mouths, bossy, and always get into everything from your business to your facebook page to your tax records and to becoming editors of urban dictionary.
