The back view of the person's head in the car in front of you, usually an old person because of the characteristically fuzzy, curly mass that encompasses an elderly persons hair. A fuzz top can be spotted not going over 10 mph and causing you to become frustrated when stuck behind one in traffic. A casual swear term that wont offend grams.
