The phrase is an alternative way of saying "sopping wet" to describe something that is extremely wet.

I definitely one-socked (past tense) that essay, I hope it goes well.

I've really been one-socking it at the nuclear weapon factory. Hopefully my habit of one-socking doesn't bring about a premature end of the world.
