Ciul is basically same word as "chuj", but in different Polish dialect. (btw: Chuj means penis, dick in a rude way. Or a whore in some times)

A governmental/administrative official who operates in an extremely inefficient manner. Oftentimes lacks the skills necessary to adequately perform the correct tasks in a timely manner. Many find Ciusteas difficult to communicate with due to their odd speech patterns and quiet volume. Avoid at all costs.
