it can be used as an insult or compliment.. u can differentiate it by the way u use it like in an angry tone or happy tone it all matters in it. insult way it means - fucking rotten tomato but compliment way it means- TOTALLY COOL TO HANGOUT WITH

ritika raj patra thinks somya shalot is really kakan (compliment)
