It is usually used when players about to make a shot and scream it , they make it, but most likey terribly missed it, or they are trying to showcase a nice move into the basket and misses it.
It became widespread from a picture with peter griffin shooting a basketball in a monocrome background and the caption says Green FN

In the 2K games, there is a bar that appears next to you when making a shot. The closer you are to the color green, the better the basketball has a chance of getting in the hoop. It is normally associated with an AI-generated monochromatic image of Peter Griffin making a shot (as well as having a horrific jump shot).
Before, this term was used for the perfect shot in 2K (that is represented by a green flash on top of the player's head). Now, the term used is now for when somebody has a crappy jump shot or just misses the shot in general. The meaning fluctuates between the platform.
