When you have a piece of paper with something you want to laminate on it but you don't have a laminater handy so you use tape.

"Dude I so wanna' laminate this High School Diploma, but our laminator is broken."

"Well here's some tape. Ghetto laminate it."

Poor man's lamination

Covering paper with clear packaging tape as a cheap alternative to laminating. Similar method used for repairing torn dollar bills or ripped photos.

I didn't want the paper to get ripped, so I gave it a poor man's lamination with some tape I had in my desk.
