A predominantly white person who has no ancestry of the African American descent but acts as if he/she does.

That kid wears such baggy jeans and listens to rap music, but is about the whitest person I know; he's so whetto.

Whetto

Whetto is an expression used when something is ghetto but in a white way. Whetto can most commonly be used to describe a "basic white girl" when she is doing something super white.
