Arf stands for A Real Fail meaning that the person who has used the word Arf sees something as being unfair or they made a dumb decision to an attempt at doing something.
Little Susie wanted to cook something to eat like rice. So she goes into the kitchen cooks it but she ends up getting it all over the kitchen so she says "Arf."
