Refers to the traits and qualities of a person that make them appear to be a scumbag, but these only manifest when they are under the influence of drugs like meth, heroin, or crack. This includes behaviors such as stealing, going through personal items that don't belong to them, and violating personal boundaries. When not under the influence, these traits do not surface. Their actions are often driven by a lack of respect for others and a disregard for personal boundaries, exacerbated by substance abuse.
