Someone who has the funds to pay bills on time but is always late. Will avoid bill collectors at all cost. Or will lie to buy time before having to make that payment, even if he/she has to call back and make sure the lie is received by the person who was calling to collect the payment.

I just called this guy and got another schuh excuse for why he is going to be late again this month.
