He is a stuttering, mentally-disturbed, thin guy the player meets at the forest rambling about the Silent Hill Cult. Jasper is very interested in the religion of the cult, which is the basis of the game. His two best and only friends were part of Walter Sullivans' Round 1 victims. When the player returns to the forest, Jasper is seen as the burning, screaming victim.
