A term used for someone who has outstanding parking tickets on their automobile.

I have to make sure I feed the parking meter on time since my car is bootable.

Q:Did you park at the meter today?

A:No, I don't want to chance it. I'm already bootable and I don't think that yellow is a good color for my rims.
